HEADLEY PARISH COUNCIL
Minutes of the Meeting of AMENITIES AND RECREATION COMMITTEE held on
26th May 2015 at 8.00pm in the Parish Office, Arford Road, Headley.
Present: Cllr Rita Stubbings (Chairman), Cllr Dennis Tregay (Vice-Chairman), Cllr Malcolm Roffe, Cllr Andrew Luff, and Cllr Peter Lee.
Also in attendance: Wayne Grover representing Headley Sports Association, Dave Skinner, Volunteer Warden, Arford Common, Robin Hall representing Headley Tennis Club and Miss Katie Knowles (Clerk & Executive Officer).
A001/15 APOLOGIES FOR ABSENCE
Apologies were received from Cllr Anthony Williams and Cllr Deborah Chamberlain it was RESOLVED to accept these apologies.
A002/15 DECLARATION OF INTERESTS
The Minutes of the meeting held on 16th March 2015, having been circulated prior to the meeting were confirmed and signed.
A004/15 CHAIRMAN’S REPORT
The Chairman reported that:
A005/15 SPORTS MANAGEMENT COMMITTEE
a) Members received and noted the minutes of the Headley Sports Association meetings held on 9th April 2015. The Chairman reported that there had been further problems with the drains at the Pavilion and the Council’s contractor had reported that the location of the blockage was not as first thought. He further commented that inappropriate materials were being put down the toilets and notices in the toilets may help. It was agreed that HSA should be notified about this. The financial implications to the Council to rectify the problem may be significant and the Council is waiting for a costed proposal from the contractor. This will be discussed at a future meeting.
b) Members considered and agreed a timetable for the review of the sports agreements that will be undertaken by the playground, sport and open spaces sub-committee over the next few months. The Clerk was asked to arrange the first meeting.
c) Members considered two quotations to paint the wooden storage doors at the Pavilion. It was RESOLVED to accept the quotation from Alan Holder.
A006/15 HEADLEY TENNIS CLUB
Members considered a request from the Tennis Club to install a toilet facility in the club house and a drainage plan. After careful consideration of the drainage, it was RESOLVED to support the proposal on the proviso that the Tennis Club accept full responsibility for emptying the sceptic tank and any associated costs and that the contractor is asked to minimise the damage to the root system of the adjacent Oak Tree. It was agreed that works should not commence until the Clerk had notified the Diocese as the adjacent landowner, as it was not certain if the drainage route and soakaway was within the Council’s boundary.
A007/15 ARFORD COMMON
a) The Clerk confirmed that the Parish Council had been granted a felling license for Arford Common. The works will not commence until the autumn and the Clerk will be contacting contractors over the next few months.
b) Members noted the expenditure from the allocated budget for Arford Common.
A008/15 TREE PLANTING
a) Members considered a tree planting scheme for the Parish following the presentation at the Annual Parish Meeting. Members agreed to continue to consider suitable land for young trees to be planted.
b) Members considered the offer of two Silver Birch Trees. It was RESOLVED to accept the offer and arrange for the trees to be planted in the autumn on the Long Cross Hill section of the Green.
A009/15 VILLAGE GREEN
It was RESOLVED to install a litter bin in the Village Green car park.
a) Members RESOLVED to approve the hire of a temporary skate facility at Woodlands Hall during the summer holidays.
b) Members received a report from the Clerk on a Community led project to improve and preserve the green open space on Heatherlands. The proposal include removing flytipping from the woodland adjacent to the football pitches and Woodlands Hall, establishing a nature reserve and increasing the frequency of the grass cutting on the land cut by the District Council. A number of Officers and District Councillors are involved and the Parish Council is being kept in the loop. It was also noted that Radian have organised a “Community Day” at Woodlands Hall on 11th July 2015.
A011/15 PARISH LENGHTSMAN
a) Members confirmed the Councils commitment to the Lengthsman Scheme after confirmation that the scheme will be funded for a further year.
b) Members considered the tasks for the Lengthsman. The following items were agreed.
Š Reinstatement of the dragon’s teeth at Standford Green.
Š Application of wood preservative on the wooden bus shelter on Crabtree Lane.
Š Repair stile on footpath 1a.
Š Cut back the hedge on the Green on the entrance to Arford Road.
A012/15 FINCIAL REPORT
Members received and the Chairman signed as approved the Amenities and Recreation Report of Income and Expenditure from 1st April 2015 to 30th April 2015.
There being no further business the meeting closed at 9.10pm.
