HEADLEY PARISH COUNCIL

 

Minutes of the Meeting of AMENITIES AND RECREATION COMMITTEE held on

15th July 2013 at 8.00pm in the Parish Office, Arford Road, Headley.

 

Present: Cllr R Clifford (Chairman), Cllrs M Roffe (Vice Chairman), D Chamberlain, Cllr G Hopwood, J Howard-Duff, Cllr A Luff, Cllr J Truelove and Cllr A Williams.

 

Also in attendance: Miss K Knowles (Parish Clerk) and two residents of Standford.

 

A011/13 APOLOGIES FOR ABSENCE

Apologies were received from Councillor D Tregay and Cllr R Stubbings it was RESOLVED to accept these apologies. Apologies were also received from Dave Skinner, Warden for Arford Common.

 

A012/13 DECLARATION OF INTERESTS

No Members declared any pecuniary interest on any item on the agenda.

 

A013/13 MINUTES

The Minutes of the meeting held on 20th May 2013, having been circulated prior to the meeting were confirmed and signed.

 

A014/13 CHAIRMAN’S REPORT

The Chairman reported that:

 

The Chairman proposed that item 7 was brought forward on the agenda for the benefit of the residents in attendance at the meeting, which was agreed.

 

A015/13   A-BOARD ADVERTISING

The Clerk updated the Committee on the outcome of discussions with some of the business premises in the Parish who currently use or have requested permission to use A Board advertising on Parish owned or maintained land. Whiteley’s agreed to remove a number of the smaller A-board signs from Standford Green. The Clerk summarised the owner’s long term plans for permanent signage on the Green, advertising the restaurant without the need for A-Boards, which would be subject to Parish and District approval.  The Clerk reported on the cost implications for a brown information signs which was the Councils preferred route. The cost per sign would be in the region of £475. Finally the Clerk commented that she had written to The Holly Bush and Headley Fine Foods regarding the A boards on the Village triangle but to no effect. After some discussion and invited comment from the residents of Standford regarding the A-board advertising on the Green it was RESOLVED that the Clerk:

a)      Enquires with the District Council as to whether the large A-Board signs at Standford require planning permission.

b)      Write to Whiteley’s reminding them of the agreement to site a maximum of two A-Board signs on the Green.

c)      Write to Hampshire County Council Highways to enquire if the large A-Boards at Standford Green and the High Street Triangle impair site lines and so have traffic safety implications.       

 

A016/13 SPORTS MANAGEMENT COMMITTEE

a)      Members noted the minutes from the Headley Sports Association Management Committee meeting held on 9th May and 13th June 2013.

b)      Members received and noted the breakdown of expenditure to date for each sports club against the Council’s routine maintenance budget for sport.

c)      Members received and noted the letter from a resident in response to signage informing members of the public of the possibility of introducing a Dog Control Order on the sports fields.

d)     A quotation from Norris and Gardiner to reduce the height of the Bowling Green Hedge was noted. It was RESOLVED that the clerk obtains additional quotes and that the finished width and height of the hedge, is specified in the quotations. 

 

A017/13 ARFORD COMMON

a)      There were no matters to report.

b)      Members noted the expenditure from the allocated budget for Arford Common. 

 

A018/13 ANNUAL INSPECTION REPORT OF THE COUNCILS PLAY AREAS

Members RESOLVED to note the Annual Inspection Report and to refer the recommendations to the Playground, Sports and Open Spaces Sub Committee for further consideration and action where appropriate.

 

A019/13 ALLOTMENTS

The Clerk reported that the Council had been notified of an allotment plot holder who was keeping chickens in a very small hutch, which did not provide them with any room to roam freely as per the Council’s guidance document for keeping Chickens on the Allotments. Further it had transpired that the plot holder had not obtained permission from the Council. It was RESOLVED that the existing guidelines were fit for purpose but a reference to a nationally recognised standard for keeping Chickens should be added to the end of guidelines.      

 

A020/13 FINCIAL REPORT

Members received and noted the report of income and expenditure from 1 April 2013 to

30th June 2013 that had been previously distributed and is attached herewith.
