Members of the public are welcome to attend meetings of the Council and its committees.
General questions will be taken before the main business of the meeting and any comments on an agenda item will be taken at the appropriate time. Relevant documentation is available from the Clerk in advance on request. Matters requiring further consideration will receive a reply in writing
At the conclusion of the open session, Council Standing Orders will be applied.
Councillors are reminded of their responsibility to declare any disclosable pecuniary interest which they may have in any item of business on the agenda no later than when that item is reached. Unless dispensation has been granted, you may not participate in any discussion of, or vote on, or discharge any function related to any matter in which you have a pecuniary interest as defined by regulations made by the Secretary of State under the Localism Act 2011. You must withdraw from the room when the meeting discusses and votes on the matter.
To confirm the minutes of the meeting of Full Council held on 14th November 2016, previously circulated.
To receive the minutes of the following committees and consider any recommendations contained therein:
a. Policy and Finance Committee held on 24th October 2016, attached.
b. Planning Committee held on 7th November 2016, previously circulated.
c. Amenities and Recreation Committee held on 21st November 2016, information attached.
To receive an overview of the current use of the Councils website, introduction to the new look website and agree a switch over date of January 2017.
To receive the District CouncillorŐs Report.
a. To receive and approve Income and Expenditure report from 1 April 2016 to 30th November 2016, information attached.
b. To receive and sign as approved, a list of payments made in November 2016, information attached.
c. To receive and approve the bank statements, corresponding bank reconciliations and trial balance as at 31st October 2016, information attached.
d. To approve revisions to the CouncilŐs Financial Regulations and Standing Orders, information attached.
e. To receive the interim internal audit report 2016-17 by Auditing Solutions Ltd, information attached.
a. To consider a proposed Council budget, including capital expenditure requirements, for 2017/18, information attached.
b. To consider a proposed Amenities budget, including any capital expenditure requirements, for 2017/18 information attached.
c. To consider and approve the Precept for 2017/18, information attached.
To receive an update from Cllr Luff on Standford land.
a. To consider a request from Greatham Parish Council to join the SLR (speed limit reminder sign) partnership that would require a reduction in the number of deployments in the Parish (currently 16).
b. To approve a licence agreement between East Hants District Council and the Parish Council to enable a new noticeboard to be sited on open space outside Onestop, Headley Down. Information attached.
15. CLOSED ITEM - EXCLUSION OF PRESS AND PUBLIC
That the Parish Council RESOLVE to the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt, legal, staff and contractual information, as defined in Paragraph1 of Part 1 of Schedule 12A to the Act.
