DECLARATION OF INTERESTS

 

 

·       Councillor Luff declared an interest in the item to consider two quotations to remove the Christmas lights from two tree’s (CO117/18. e) as one company is a tenant. He did not participate in the discussion and decision on this item.

·       Councillors Wood and Ellens declared an interest in the item to consider quotations to refurbish the bus shelter on the Village Green (CO117/18. d) as they know one of the tenderers. They did not participate in the discussion or decision regarding this item.

COUNCIL MINUTES

 

 

The minutes of the previous meeting held on 14th January 2019 previously circulated, were approved as a correct record with the inclusion of Beech Hill in the address for Pinewood Cottage and signed by the Chairman.

COMMITTEE MINUTES

a)     Council received the Minutes of the Planning Committee held on 7th January 2019.

b)     Council received the Minutes of Arford Common Conservation Steering Group held on 14th January 2019.

c)     Council received the Minutes of the Amenities & Recreation Committee held on 28th January 2019.

CHAIRMAN’S REPORT

 

 

The Chairman reported that:

·       The defibrillator in the High Street was removed from the phone box and was found in the alleyway next to McColl’s newsagent. Thankfully the defibrillator was not damaged but other items including its protective case and the rescue kit were not retrieved. These have now been replaced and the defibrillator re-deployed.

·       Plans to hold the volunteer’s reception before the Annual Parish Meeting on 18th March are on hold, as the hall is already booked at that time. An alternative date and venue will be considered in April.

·       The principle of a wildlife water hole will be considered at the next meeting of Amenities & Recreation Committee on 25th March. Written representations will be requested and only one nominated speaker will be able to represent the views of individuals both in favour and against the concept. The Parish Office will prepare an advert for the noticeboard on Arford Common.

HAMPSHIRE COUNTY COUNCIL MATTERS

 

 

a)     There were no new Highway Orders to report.

EAST HANTS DISTRICT COUNCIL

 

 

Councillor Williams reported that

·        The Parish and District elections are on 2nd May 2019.

·       There has been an exchange of emails about changes to the 18-bus service, in an attempt to get the decision reversed.

·       Planning permission has been granted for a six-screen cinema, indoor market and pop-up stalls, arts and heritage centre, offices, shops and restaurants, a new food store and 170 residential units.

·       EHDC Council tax will be frozen again for a further year. Hampshire County Council is raising its share of Council tax by 2.99%.

FINANCIAL MATTERS

 

 

a)     It was RESOLVED that the income and expenditure report for the period from 1st April 2018 to 31st January 2019 was received and approved and are attached.

 

 

b)     It was RESOLVED that a list of payments made during January 2019 which had been previously distributed, are approved and signed by the Chairman.

 

 

c)     Members received and noted the bank statements, corresponding bank reconciliation and trial balance at 31st December 2018.  

 

 

d)     Members considered two quotations to refurbish the bus shelter on the Village Green.  It was RESOLVED to accept the quote from Paul Heath.

 

 

e)     Members considered two quotations to remove the Christmas lights from the tree in the High Street and Village Green and RESOLVED to accept the quote from Green Frontiers.

HEADLEY SPORTS PAVILION

 

 

Members reviewed some photos and options to refurbish the Sports Pavilion, presented by Cllr Jim Wood. It was RESOLVED to further consider this item at the next Council meeting.

INTERIM AUDIT RECOMMENDATIONS

 

 

Members considered a quotation from Local Council Consultancy (an SLCC enterprise) to conduct an independent review of employees’ roles, responsibilities, pay and grading, as recommended by the interim internal audit. It was RESOLVED to accept the quotation and proceed with the review.

INTERNAL COUNCIL MATTERS

 

 

Members approved proposal no. 3 as new Parish Council branding. 

 

 

 

 

CO121/18

POLICY REVIEW

 

 

a)     Members approved the Council’s Business Continuity Plan. Councillors discussed the link between this policy and the Council’s corporate risk assessment and considered whether they should be merged. The Clerk was asked to find out what neighbouring Parish Councils do.

 

 

b)     Members approved the Council’s Press and Social Media Policy, subject to agreed minor amendments.

COUNCIL REPRESENTATIVES

 

 

Cllr Luff reported the River Wey Trust has commented on the proposed Lawful Development Certificate for Symondstone Farm, Wishanger Lane.
