Minutes of the Meeting of the FULL COUNCIL held on Monday 4 October 2010 at 8.00pm in the Village Hall, Arford Road, Headley.

C076/10 APOLOGIES FOR ABSENCE
a. Apologies for absence were received from Cllrs Parfect and it was
RESOLVED to accept this apology.
b. Apologies for Cllr Luff were on the office answer machine, unknown to the Council.
C077/10 DECLARATION OF INTERESTS
Cllr Hopwood declared a prejudicial interest in item C084/10(e) as he was a member of the Headley Down Community Association.
C078/10 COUNCIL MINUTES
RESOLVED that the Minutes of Full Council held on 6 September 2010, having been circulated prior to this meeting, were confirmed and signed as a correct record with the amendment of Mrs R Schofield, added to those present.
C079/10 COMMITTEE MINUTES
a. The Council ratified the Minutes of the Planning Committee meetings held on 13 September 2010.
b. The Council ratified the Minutes of the Amenities and Recreation Committee held on 20 September 2010.
c. The council ratified the Minutes of the Traffic Issues Working Party and considered the following recommendation:
TI10/12 REPORTED HIGHWAY MATTERS
c. The Clerk reported that a request for wooden bollards similar to those recently installed at Beech Hill roundabout, to be provided at the Glayshers Hill exit of Arford Common. Vehicles were routinely being parked there, obscuring traffic coming down Glayshers Hill and making exiting Arford Common difficult and dangerous. It was
RESOLVED to request wooden bollards or a high kerb to be installed at this location.
C080/10 CHAIRMAN’S REPORT
The Chairman reminded Members that a volunteer was required by EHAPTC to attend Environment network meetings as their representative, details had been already been distributed by email on 24 September. He also asked for a volunteer to attend HCC’s Winter Service event, intended to explore how Parish Councils can work with HCC to help make sure that they meet the needs of local communities. To be held on Tuesday 9 Oct between 6 and 8pm in The Castle, Winchester, refreshments available at 5.30pm. Anyone wishing to represent HPC, should see the Clerk for more details.
a. Members noted that work would begin on Tuesday 5 October to refurbish the pipe crossing to the rear of Thames Water site off Arford Road, Headley which had been damaged by a fallen tree.
b. There was no report.
The Chairman reported that following the resignation of Cllr D Parkinson as leader of the Council, the proposed new leader was Cllr P Burridge and the proposed Deputy Leader was Cllr K Moon. Shared management with Havant BC was proceeding to the next tier and a joint agreement with Winchester City Council for refuse collection was underway.
C083/10 HAMPSHIRE ASSOCIATION OF LOCAL COUNCILS (HALC)
a. RESOLVED that Cllr Parfect should vote for a 4% increase to affiliation fees for year 2011/12 and no vote to be cast regarding the 42% increase.
b. Members noted the training on offer by HALC and requested information regarding any training being offered by EHDC.
C084/10 FINANCIAL MATTERS
a. RESOLVED that the Full Council income and expenditure report for the period 1 April 2010 to 30 September 2010 be received and signed as approved and is attached herewith.
b. RESOLVED that a list of payments made during September 2010, which had been previously distributed be approved and signed and is attached herewith.
c. Members received and noted bank statements and the corresponding bank reconciliation for August 2010.
d. RESOLVED to adopt the revised Financial Regulations that had been distributed.
e. The annual grant applications were considered (a report having been previously distributed) and allocations provisionally agreed for inclusion in the 2011 – 2012 budget are as follows:

C085/10 INTERNAL COUNCIL MATTERS
a. Members discussed various topics for the forthcoming Winter Newsletter.
b. Parish Council Vacancy. As 10 nominations had been made to the Proper Officer of EHDC requesting an election, a co-option was not appropriate at this time.
c. Members received correspondence that had been previously distributed from Headley Village Hall Trustees and it was
RESOLVED to advise them to seek advice from the Crime Reduction Unit regarding possible funding for CCTV. Cllr Grevatt would enquire of Headley Sports Association how effective their CCTV had been.
The Clerk advised Members that the tree roots mentioned in the correspondence at the head of the steps to the Village Green would be removed by Mr M Tull in due course.
C086/10 COUNCIL REPRESENTATIVES
Members received urgent reports from Council Representatives as follows:
Cllr Hopwood reported that a single School bus had been collecting children from Mill Chase School and Holme Primary before continuing on to Headley Down.
The Clerk reported that branches of a dead oak tree which had been overhanging adjacent properties been pruned following concern from residents.
C088/10 STAFF MATTERS
Members received a brief verbal report from the Staff Sub-Committee regarding the resignation of the Clerk and the plan to recruit a replacement.
