MINUTES of a meeting of the PLANNING COMMITTEE held on Monday 14th January 2013 at 8.00 p.m. in the Parish Office, Arford Road, Headley

 

Present:                      Cllr D Tregay (Chairman), Cllr D Chamberlain (Vice Chairman), Cllr J Burton, Cllr A Luff, Cllr M Roffe, Cllr R Stubbings, Cllr A Williams

P74/12.            APOLOGIES FOR ABSENCE

Apologies were received from Cllr Howard-Duff and it was RESOLVED to accept this apology.

 

P75/12.            MINUTES

                        The minutes of the meeting held on 10th December 2012 were CONFIRMED as a correct record and SIGNED.

 

P76/12.            CHAIRMAN’S ANNOUNCEMENTS

                        There were no announcements.

 

P77/12.            DECLARATION OF INTERESTS

Members were reminded of their responsibilities to declare any disclosable pecuniary interest that they may have had in any item of business on the agenda.

Cllr Williams declared that as he is a member of EHDC Planning Committee and may be involved in the consideration of a planning application should it come before the District Council, he could participate in the discussion of all items on the agenda but would not vote and reserved his position until such time that he heard the full debate at the District Council’s Planning Committee.           

 

P78/12.            PLANNING  AND TREE APPLICATION DECISIONS

                        The following decisions were noted at the meeting:

a)       52942/002 – Agricultural barn (additional information received 12/11/12 amended barn elevations received 27/11/12), Land to the East of Rock Barn Cottage, Heath Hill, Headley – PERMISSION    

b)      53710/001 – Single and two storey rear extension to house, detached double garage and store with studio/office above, and detached stable block, The Mapes (formerly The Cottage at Oldfield House), Churt Road, Headley – REFUSED

c)      52651/001 – Prune three oaks, The Laurels, 1 Carlton Road, Headley Down – CONSENT

d)     49439/004 – Fell one Scots pine, 33 Kay Crescent, Headley Down – CONSENT

e)      54249/001 – Conversion of garage to habitable accommodation and installation of new window of west elevation, 54a Furze Hill Road, Headley down – PERMISSION

f)       49434/004 – To insert casement windows at first floor level in the north and south gable ends and add rooflights in the roof slope at first floor level, The Laurels, Arford Common, Headley – REFUSED

g)      36099/004 – Single storey extensions to side and rear, Symondstone, Wishanger Lane, Churt - PERMISSION

 

P79/12.            PLANNING APPLICATIONS

                        It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)      27930/002 – Mr & Mrs J Calton – Two storey extension to side following demolition of existing conservatory, 9 Chestnut End, Headley – NO OBJECTION

b)      35191/011 – Mr & Mrs Quartermain – One and a half storey rear extension to provide ancillary spaces to existing bedrooms, Silver Glades, Arford Road, Headley – NO OBJECTION

c)      52796 – Mr K Wright – Eco Dwelling and Education Centre with Estate Manager’s dwelling, Land East of Smithfield Lane, Headley – We OBJECT to this application on the grounds that it constitutes two new dwellings in the countryside contrary to Policies GS3 and H14.   The granting of permission could set a precedent for new dwellings in this rural area.   The access to the Education Centre, over a public bridleway, is substandard.

d)     49265/001 – Mrs S Gamble – Lawful development certificate for an existing use – continued occupation of dwelling house by non-agricultural worker, The Paddocks, Tulls Lane, Headley – NO COMMENT.  We note that the proposed site plan refers to an entirely different property.

e)      53710/002 – Mr & Mrs D Sewell – Lawful development certificate for a proposed development – stables/storage and detached garage, The Maples (formerly The Cottage at Oldfield House), Churt Road, Headley – We OBJECT to this application and support the District Council’s reason for refusal of 53710/001.

                       

P80/12.            APPLICATIONS TO LOP/FELL TREES

                        It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)      54746 – Mr B Lillywhite – Prune one oak tree, 31 Carlton Road, Headley Down – NO OBJECTION subject to the approval of the Arboricultural Officer.

           

P81/12.            HEDGE CUTTING NOTICES

                        The current hedge cutting notices issued were noted.
