MINUTES of a meeting of the PLANNING COMMITTEE held on Tuesday 3rd January 2017 at 8.00 p.m. in the Parish Office, Arford Road, Headley

P80/16. APOLOGIES FOR ABSENCE
Apologies were received from Cllrs Chamberlain and Walsh and it was RESOLVED to accept these apologies.
The minutes of the meeting held on 5th December 2016 were CONFIRMED as a correct record and SIGNED.
P82/16. DECLARATION OF INTERESTS
Members were reminded of their responsibilities to declare any disclosable pecuniary interest that they may have had in any item of business on the agenda.
Cllr Williams declared that as he is a member of EHDC Planning Committee and may be involved in the consideration of a planning application should it come before the District Council, he could participate in the discussion of all items on the agenda but would not vote and reserved his position until such time that he heard the full debate at the District Council’s Planning Committee.
Cllr Williams mentioned that his woodland adjoined the application site in item P31913.
Cllr Luff declared a non-statutory personal interest in items P85/16 (h) and (i) as the architect is a friend. He also declared a non-statutory personal interest in item P85/16 (l) as he is friendly with the applicant’s neighbour.

P85/16. PLANNING APPLICATIONS
It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 56673/001 – Mr & Mrs van der Linde – Two storey side and single rear extension, conversion of garage to habitable, window changes and parking provision, Lauriens, 19 Stonehill Road, Headley Down – NO OBJECTION provided that parking standards are met.
b) 55127/001 – Mr McCall – Swimming pool and plant room building, Bramley Manor, Spats Lane, Headley – NO OBJECTION
c) 34153/010 – Mr R Roe – Single storey extension to front, side and rear (amended plans), Kentmere, 44 Furze Hill, Headley Down – NO OBJECTION provided that all the trees are protected to the satisfaction of the Arboricultural Officer during construction works.
d) 20112/016 – Notification of Householder application in neighbouring parish - Mr D Morris – Retention of boundary fence, Mattswood Farm, Hollywater Road, Bordon – We OBJECT as this is a feature that is out of keeping with the surrounding rural area and the adjacent Dead Water Valley.
e) 50571/006 – Mr & Mrs Shaw – Detached two bay garage to front, Whincanton, 53 Furze Hill Road, Headley – NO OBJECTION
f) 29032/007 – Mr & Mrs Miller – Proposed replacement house and garage following the demolition of the existing dwelling and garage building, Picketts Hill House, Picketts Hill, Headley – We have NO OBJECTION to the amended design of the garage but this should only be used as an annexe or staff accommodation associated with the main house.
g) 31913 – Mr & Mrs Dickens – Lawful development certificate for proposed development – single storey rear extension, single storey side extension, roof conversion with dormer to rear elevation of roof, Woodpeckers, Headley Hill Road, Headley – We OBJECT to this application. We do not consider that the applicants have demonstrated which is the principle elevation to this property and therefore certain facets of the extension claimed to be Permitted Development are not necessarily so. We are concerned about the proximity of the northern boundary which is less than 2 metres in places. We are also concerned about the effect of the overlooking of the flat roofed dormer on the proposed first floor extension which overlooks Laurel Cottage. This overlooking is exacerbated by the difference in ground levels.
h) 26781/004 – Mr & Mrs D Salter – First floor side extension (over existing utility room), Wood View, 15 Standford Hill, Standford – NO OBJECTION
i) 20212/014 – Mr M Newton – Single storey extension to front following removal of porch, Wingrove Cottage, Beech Hill Road, Headley – NO OBJECTION
j) 57041 – Mr & Mrs J Hall – Prior approval for a proposed change of use of two agricultural buildings to two dwellings, Cain Nursery, Churt Road, Headley – We OBJECT to this application as this constitutes further dwellings in the countryside. We do not consider that these horticultural sheds are of sufficient strength or structure to be satisfactorily converted and consider that the claim to convert the smaller shed “into a one bedroomed bedsit” is neither feasible nor realistic in planning terms in this totally unsustainable location. Additionally, the access to the site is unsatisfactory.
k) 39415/005 – Miss I Wilson – Conversion of roof space to habitable accommodation with a flat roof dormer, The Stowaway, Standford Lane, Standford – NO OBJECTION provided that the application complies with Policy H16 and that Policy H16 is not contravened by the previous applications 002/003/004.
l) 27844/010 – Notification of pre-decision amendment – Mr J Roberts – Amended layout of proposed conversion of stable block to one annexe, Harambee, Gentles Lane, Passfield – We OBJECT as we do not consider there is any demonstrable change in the revised proposal. We question the status of application 27844/004 and if this is still valid, how it relates to the current application. We believe that the boundaries are incorrectly shown on the plans and that there appear to be discrepancies in the completion of the application form as there are trees within felling distance of the proposal and that this is answered ‘no’ on the form.
P86/16. APPLICATIONS TO LOP/FELL TREES
It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 54607/004 – Mr Bayly – Prune one oak tree, Chelwood, 5 Furze Hill Road, Headley Down – NO OBJECTION subject to the approval of the Arboricultural Officer.
b) 33459/008 – Mr A Hurst – Prune one oak, 10 Glebe Road, Headley– NO OBJECTION subject to the approval of the Arboricultural Officer.
c) 56744/001 – Mr G Jones – Fell one Scots pine, Pine Croft, West View Road, Headley Down – NO OBJECTION subject to the approval of the Arboricultural Officer.
d) 56980 – Mr Ducker – Fell 3 birch trees, Ellswood House, Furze Vale Road, Headley Down – NO OBJECTION
