MINUTES of a meeting of the PLANNING COMMITTEE held on Monday 2nd February 2015 at 8.00 p.m. in the Parish Office, Arford Road, Headley

Apologies were received from Cllr Howard-Duff and it was RESOLVED to accept this apology.


P95/14.           MINUTES

                        The minutes of the meeting held on 5th January 2015 were CONFIRMED as a correct record and SIGNED.



Members were reminded of their responsibilities to declare any disclosable pecuniary interest that they may have had in any item of business on the agenda.

Cllr Williams declared that as he is a member of EHDC Planning Committee and may be involved in the consideration of a planning application should it come before the District Council, he could participate in the discussion of all items on the agenda but would not vote and reserved his position until such time that he heard the full debate at the District Council’s Planning Committee.

Cllr Luff declared a non-statutory personal interest in item P99/14 (e) as he knows the architect.

                        The following decisions were noted at the meeting:

a)    36913/010 – Fell two silver birch and prune one beech, Dreyside, Linden Road, Headley Down – CONSENT

b)    23622/005 – Detached garden room and change of use of land to residential use, Orchard House, Mill Lane, Headley – PERMISSION

c)     38943/002 – Single storey side extension and single storey rear extension, 27 Churchfields, Headley – PERMISSION

d)    38628/002 – Prune one beech tree, Land to the east of Openlands, Furze Vale Road, Headley Down – REFUSED

e)    50560/005 – Prune one copper beech, High Pines, 43 Carlton Road, Headley Down – CONSENT

f)     55908 – Change of use of land for equestrian use and retention of stable block and barn, Land south of Lower Coombe Farm, Churt Road, Headley – PERMISSION

g)    29739/006 – 1.8m fence across boundary front line, Brunlea, Beech Hill, Headley Down – PERMISSION

i)     49265/004 –Replacement two storey dwelling and detached garage, following demolition of chalet bungalow, The Paddocks, Tulls Lane, Headley – PERMISSION

j)      30623/002 – Single storey extension to rear following demolition of existing extension, porch and bay window to front following demolition of existing conservatory, Heatherbank, May Close, Headley – PERMISSION

k)    54702 – Redevelopment of site to provide 33 dwellings units, Land east of Headley Road, Lindford – REFUSED

l)     52026/001 – Part demolition and provision of car port structure with new pitched roof over existing garage, 13 Phillips Crescent, Headley - PERMISSION



                        It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)    55940 – H & D Property Developments Ltd – Single storey rear extension and first floor side extension to include 2 x dormer windows, Birchlands, 40 Furze Hill Road, Headley Down – NO OBJECTION subject to the retention of the front hedge.

b)    55587/001 – Defense Infrastructure Organisation – Hybrid Application – Outline (with some matters reserved) redevelopment of Bordon Garrison and adjoining land, Bordon – It was RESOLVED  to forward the following comments to East Hampshire District Council and a transport planner dealing with this Hybrid Application:


- Thank you for consulting Headley Parish Council upon the Hybrid Application at Bordon Garrison.  Headley Parish Council does not wish to make representations on this complex and detailed application, other than to comment upon the highway aspects of the application as far as it affects Headley Parish and other surrounding parishes, villages and hamlets around the application site.


We note that the Transport Assessment Appendices (A-G) state that the “Without Scheme” forecasts show that Tulls Lane (Standford) will apparently attract 8 more vehicles in the A.M. peak hours, and 5 in the P.M. peak hours, whilst the “Preferred Route AADT” forecasts an extra 24 vehicles (2.8%).  We question (i) how these figures were arrived at, and (ii) why any motorists driving to or from Bordon should wish to use Tulls Lane?


We note Table 8.5 of the B3002 to Hindhead Corridor Traffic Management Strategy, and the costed Proposals selected:  We would request a further meeting with a traffic consultant, (8.5.4), to discuss these proposals in order to prioritise the proposals, and reduce expenditure on inappropriate proposals.  We would also point out that the traffic impact on the B3002 applies equally to Headley and Headley Down, which are of course, both within Headley Parish.


c)     29032/005 – Mr & Mrs D Miller – Lawful development certificate for a proposed development – two storey extension to south (principal) elevation and single storey extensions to west and east (side) elevations, Picketts Hill House, Picketts Hill, Headley – We OBJECT as the proposed development is contrary to Policy H16.

d)    21534/001 – Mr & Mrs Glavin – Two storey and single storey side extension and rear dormer, demolition of detached garage, Honeysuckle Cottage, Southview Road, Headley Down – NO OBJECTION in principle to the application subject to the provision of adequate parking spaces.

e)    49234/006 – Mr & Mrs Stewart - Replacement dwelling (existing house to be demolished upon occupation of replacement), Garthwaite, Liphook Road, Passfield (Headley Parish) – We had no objection to the siting of the proposed new dwelling in the original application (subject to the replacement dwelling not exceeding the square metres permitted under 49234/003 and 49234/004) as the size of the building sat well in the plot and the applicants had received permitted development rights and certificate of lawfulness for development.  However, we do OBJECT to this new position as it does not fit so well within the current curtilage and is too near the boundary of adjoining properties.  We would like to see its position much closer to the footprint of the existing dwelling.  Following the second reason for refusal on 49234/005, we now also OBJECT on the grounds that the proposal contravenes Policy H16.

f)     54632/002 – Mr & Mrs Needle – Two storey rear extension and single storey extension, Hawkesbury Cottage, Churt Road, Headley – NO OBJECTION provided the application conforms to Policy H16.

g)    22096/007 – Mr T Wickham – Extension at rear and increase in roof space to create an additional bedroom following demolition of conservatory and bathroom, The Brambles, Standford Lane, Standford (Headley Parish) – NO OBJECTION

h)    20319/010   Mr Neale - Widening of access and installation of electric sliding gate, covered glazed walkway to rear and alterations to door and fenestration, Apple Tree Cottage, Mill Lane, Headley – NO OBJECTION

i)     20319/011/LBC – Mr Neale – Internal and external alterations to provide covered glazed walkway to rear, replacement front door, new windows to rear, refurbishment of kitchen and bathroom, widening of access and installation of electric sliding gate, Apple Tree Cottage, Mill Lane, Headley – NO OBJECTION



                        It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)    26067/008 – Mr Knight – Prune one oak tree, Kincora, 6 Carlton Road, Headley Down – NO OBJECTION subject to the approval of the Arboricultural Officer

b)    55962 – Mr S Motley – Fell three silver birch, Dapdune Croft, 20 Furze Hill Road, Headley Down – We OBJECT  to the felling of these trees which offer high amenity value.



                        Tree Preservation Order (EH969)2015 – Woodland to the west of Beech Hill, Headley was received and noted.  The TPO will be held in the Parish Office for six months until confirmation.



                        The current hedge cutting notices issued were noted.
