P88/16. APOLOGIES FOR ABSENCE
Apologies were received from Cllr Roffe and it was RESOLVED to accept this apology.
The minutes of the meeting held on 3rd January 2017 were CONFIRMED as a correct record and SIGNED.
P90/16. DECLARATION OF INTERESTS
Members were reminded of their responsibilities to declare any disclosable pecuniary interest that they may have had in any item of business on the agenda.
Cllr Williams declared that as he is a member of EHDC Planning Committee and may be involved in the consideration of a planning application should it come before the District Council, he could participate in the discussion of all items on the agenda but would not vote and reserved his position until such time that he heard the full debate at the District Council’s Planning Committee.
Cllr Williams declared a non-statutory personal interest in item P93/16 (j) and (k) as he is the adjoining land owner.
Cllr Luff declared a non-statutory personal interest in item P93/16 (m) as he knows the architect.
Cllr Chamberlain declared a non-statutory personal interest in item P93/16 (j) and (k) as she knows the neighbour of the applicants.
Cllr Burton declared a non-statutory personal interest in item P93/16 (g) as the applicants are neighbours.
Cllr Wood declared a non-statutory personal interest in item P93/16 (j) and (k) as he knows the neighbour of the applicants.
P91/16. CHAIRMAN’S ANNOUNCEMENTS
Š Notification of planning application 26218/081 - Change of use of land from stabling to a mixed use of stabling and the use of land as a gypsy and traveller caravan site consisting of 6 pitches each with a mobile home, one touring caravan, one utility day room, car parking and associated works at Bowleswood Farm, Grayshott Road, had been received by Grayshott Parish Council but the application has since been made invalid due to the site being less than 400 metres from an SPA and therefore appropriate surveys required. Headley Parish Council decided it would like to be formally consulted when the application is re-submitted and the District Council would be informed of this.

P93/16. PLANNING APPLICATIONS
It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 49234/007 – Ms F Wells – Certificate of lawful development for proposed use – erection of garage in curtilage, Garthwaite, Liphook Road, Passfield (Headley Parish) – NO OBJECTION
b) 57023 – Mr L Bedford – Ground and first floor extensions, Rock Cottage, Arford Common, Headley – NO OBJECTION provided the proposals conform to Policy H16.
c) 21727/045 – Mr & Mrs Gregson – Porch to front and single storey extension to rear, Bridleway Barn, Wishanger Lane, Churt (Headley Parish) – We OBJECT to this application and would refer to the original permission for 21727/020, granted on appeal, where condition 21 from the Inspector states “tight control on the freedom of occupiers to insert new openings, extend the dwelling, erect further buildings, build enclosures or construct hard surfaces in the garden”. Also condition 2 on permission for 21727/040 states “no extensions, garages, roof alterations, garden buildings, hard surfaces, fences, walls or other enclosures”.
d) 27915/007 – Mr & Mrs Grayston – Detached outbuilding to side, following demolition of two existing outbuildings, Grayston House, Arford Road, Headley – NO OBJECTION provided its use is ancillary to the main house.
e) 31560/005 – Mr Tasker – External alterations including installation of bi-folding doors to rear, new glazing to both sides, removal of glazing and doors from rear, new drainage and re-grading the new lowered rear entrance, Curtis Farm, Curtis Lane, Headley – NO OBJECTION
f) 31560/006 – Mr Tasker – Internal alterations including replacing ground floor boarding with concrete floor, removing kitchen, sub-dividing partition at ground floor level, sub-dividing glazing partition at mezzanine level, installing insulation and rough sawn board between rafters and consolidating the currently friable internal surface of the external walls, Curtis Farm, Curtis Lane, Headley – NO OBJECTION
g) 51015/009 – Mr & Mrs Anderson – Variation of condition 11 of 51015/006 to allow substitution of plans for garden building, The Birches, Arford Common, Headley – NO OBJECTION
h) 54325/001 – Mr & Mrs Pritchard – Detached dwelling with detached garage, conversion of existing dwelling to form cottage ancillary to main dwelling, gardener’s store building, tennis court and pavilion, new boat house and associated landscaping, The Oasts, Frensham Lane, Churt (Headley Parish) – NO OBJECTION provided that the part of the building attached to the original oast house is actually demolished as stated on the plan, and that all outbuildings are only used ancillary to the main house.
i) 23487/001 – Mr S Tuck – Lawful development certificate for proposed development – Conversion of garage 2 to habitable accommodation and extension to rear of garage 1, 41 Hilland Rise, Headley – NO OBJECTION
j) 32299/004 – Mr & Mrs T Burgess – Lawful development certificate for a proposed development – extensions to the existing dwelling to provide one four metre rear extension, a porch off an external door and the conversion of the integral garage to provide habitable space, Hawthorns, Beech Hill Road, Headley Down – We OBJECT to this further application and consider the reasons for refusal on 32299/001 also apply to this application. The proposed extension creates a narrow alleyway with the only window from the main bedroom looking out onto a wall of the proposed extension. The proposed extension is only accessible through a separate bedroom and the location of the kitchen provides no window or external wall for ventilation and we are concerned there is only one front door with no rear access or exit. For these reasons, we believe the proposed extension to be impractical. We do not consider that parking standards will be met with the conversion of the garage. No clarification has been received to the comments made by the applicant’s architects that “On receipt of the Certificate of Lawfulness, our clients propose to submit a planning application to relocate the floor space to the front of the dwelling as per other schemes on Beech Hill Road”.
k) 32299/005 – Mr & Mrs T Burgess – Prior notification for single storey development extending 8 metres beyond the rear wall, Hawthorns, Beech Hill Road, Headley Down – We continue to OBJECT to this application and fully support the planning officer’s comments in relation to the earlier application 32299/003. The proposed plan (drawing A106A) is the same as that previously submitted for application 003 which has been refused. The proposed elevations show the garage converted to living accommodation which is not included in the application. Our comments to application 32299/004 also can be applied to this application.
l) 20983/013 – Mr Whitfield – Prior Approval – Change of use of agricultural building to three dwellinghouses, Broxhead Farm, Broxhead Farm Road, Lindford (Headley Parish) – provided that the existing chicken house is structurally sound and capable of being converted, that there is sufficient roof height to be habitable and that all requirements of legislation are met we have NO OBJECTION. Also we would wish to see the remainder of the building demolished.
m) 24348/007 – Mr & Mrs A Rey – Lawful development certificate proposed – single storey side extension (demolish existing side extension), Barford Farm, Hammer Lane, Headley – We have NO OBJECTION to this application provided that the permission granted on the prior notification application 24348/006 is withdrawn.
n) 27877/019 – Mr Hewitt – Prior approval for change of use of part of an agricultural building to three dwellings, Sandhill Farm, Picketts Hill, Headley – We OBJECT as the size and construction of the existing building does not seem to be suitable for conversion for residential use. We are concerned that part of the building shown as being converted for residential use is still attached to an industrial building and is located on an industrial estate to the detriment of the amenity of future residents of the proposed conversions.
o) 23041/004 – Mr & Mrs Elms – Oak framed timber porch to side, Linsted Hill, Frensham Lane, Headley – NO OBJECTION
p) 57045 – Mr B Lewis – Porches to front and rear, 2 Grayling Drive, Headley Fields, Headley – NO OBJECTION
q) 23670/008 – Mr L Ormsby – Detached log store, Hatch House Farm, Headley Road, Lindford – NO OBJECTION provided it is used for wood storage and no other purpose.

P94/16. APPLICATIONS TO LOP/FELL TREES
It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 25863/005 – Mrs Coombes – Fell one Lawson cypress, Pond Cottage, Bowcott Hill, Headley – NO OBJECTION subject to the approval of the Arboricultural Officer.
b) 57042/001 – Mrs V Ironside – Root prune one beech and two Scots Pines, Kingstree, 14 Stonedene Close, Headley Down – No works to be undertaken without the approval of the Arboricultural Officer.
a) 28299/015 – Revocation of the Section 106 Agreement dated 23rd July 2002 to allow occupation by persons not employed or last employed in agriculture, Nodwood House, Land of Nod, Grayshott Road, Headley Down. It was noted that Mr Miller has appealed against the District Council’s refusal and that this will be determined on the basis of an Inquiry on 21st February at Penns Place. It was RESOLVED to write to the Inspector and support the District Council’s reasons for refusal.
b) 39405/004 – Prune two Scots Pines, 9 Stonedene Close, Headley Down. It was noted that Mr McGlone has appealed against the District Council’s decision and that this will be determined on the basis of the fast track appeals process. It was RESOLVED to write to the Inspector and support the District Council’s reasons for refusal.
