MINUTES of a meeting of the PLANNING COMMITTEE held on Monday 5th February 2018 at 8.00 p.m. in the Parish Office, Arford Road, Headley

Apologies were received from Cllrs Chamberlain, Philp, Roffe, Stubbings and Wood and it was RESOLVED to accept these apologies.



As apologies were received from the Chairman and Vice Chairman, Anthony Williams proposed John Burton chair the meeting and this was seconded by Andrew Luff.


P73/17.           MINUTES

                        The minutes of the meeting held on 8th January 2018 were CONFIRMED as a correct record and SIGNED.



Members were reminded of their responsibilities to declare any disclosable pecuniary interest that they may have had in any item of business on the agenda.

Cllr Williams declared that as he is a member of EHDC Planning Committee and may be involved in the consideration of a planning application should it come before the District Council, he could participate in the discussion of all items on the agenda but would not vote and reserved his position until such time that he heard the full debate at the District Council’s Planning Committee.



                        There were no announcements to be made.



                        The following decisions were noted at the meeting: 

a)     57514 – New gateway on to Churt Road to replace existing gateway (located to the east of Rooks Cottage, Churt Road, Headley – PERMISSION

b)    38468/003 – Prune one beech, Hitchwood House, West View Road, Headley Down – CONSENT

c)     30632/007 – Two storey rear extension, Tilburys, Liphook Road, Passfield – PERMISSION

d)    24472/005 – Detached garage, Headley Cottage, Liphook Road, Headley – PERMISSION

e)    32027/006 – Detached garage, Newlands, Headley Hill Road, Headley – PERMISSION

f)      55757/001 – Prune one pear, plum and apple tree, Brook Lodge, Bowcott Hill, Headley – NO OBJECTION

g)     57568/001 – Remove one conifer, Pear Tree Cottage, Arford Road, Headley – NO OBJECTION

h)    56744/004 – Lawful development certificate proposed – single storey rear extension and alterations to existing house, Pine Croft, West View Road, Headley Down – PERMITTED



                        It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)     24867/010 – Mr Wheeler – First floor rear extension, Myrtle Cottage, 73 Fairview Road Headley Down – NO OBJECTION

b)    57641 – Mr Frith – Single storey extension to rear, first floor extension to both sides and detached garage/store, Woodside, 7 Stonehill Road, Headley Down – We OBJECT to this application as the design of the extensions is not in keeping with the character and appearance of the area, and the location and size of the proposed garage is not in keeping with neighbouring properties, contrary to saved Local Plan Policy H10 (a) and (c).

c)     57501 – Mr & Mrs Carter – Two storey extension to the rear and side, 3 Church Fields, Headley – NO OBJECTION in principle provided parking standards are met for a potential 5-bedroomed property.

d)    20148/056 – Moonlight Ridge Stables Ltd – Erection of new dwelling for agricultural worker, replacing an existing mobile home, Wishanger Trotting & Livery Stables, Frensham Lane, Churt – We OBJECT to this application on the following grounds:

                                                   i.         This land has not been in agricultural use (as opposed to equestrian use) since 2005 (F20148/021), and thus the residential use proposed does not conform to policies H12 and H14 of the saved Local Plan, Second Review.

                                                  ii.         Policy C12, Equestrian Uses, quoted by the Applicants, permits the construction of stables etc, subject to planning permission.  The Policy specifically states “that residential development in connection with equestrian uses will not normally be permitted”.  Policy C13, quoted by the Applicants, is not relevant, as the current proposal is not “a farm diversification scheme”.  The proposal does not conform to any of the four tests set out in NPPF Paragraph 55.

                                                 iii.         The Design and Access Statement seeks to “replace the existing mobile home” with a two storey dwelling.  No details are given as to when the mobile home was first situated on the land.  There is no mention of either applicant (Deans or Bett) in the last three electoral rolls, or any other person in Frensham Lane against a property called Moonlight Ridge Stables, or The Old Barn – the two names shown at the entrance.  From previous planning applications Wishanger Trotting & Livery Stables has been used for applications by the property to the east of the current site, which is currently named Hanger Lodge.

                                                 iv.         The area is covered by an Article IV Direction, and the mobile home should therefore by removed.

                                                  v.         We would point out, that in 2003 an application to construct a bungalow on this site was refused (20148/006), and subsequently two applications for a Certificate of Lawful Use for a mobile home were refused in 2004 and 2006 – 20148/018, and /023.




                        It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)     23477/004 – Mrs Avery – Prune one red maple and one Scots pine, Bralo, 35 Carlton Road, Headley Down – NO OBJECTION subject to the approval of the Arboricultural Officer.


P79/17.           APPEALS

a)     32027/005 – Detached garage to front, Newlands, Headley Hill Road, Headley.  It was noted that Mr & Mrs Gauld have appealed against the District Council’s decision and this will be determined on the basis of written representations.  It was RESOLVED to write to the Inspector supporting the reasons for the District Council’s refusal of this application 32027/005 as the applicants have had permission for a subsequent application 32027/006 which addressed some of the concerns and objections originally expressed by neighbours.


P80/17.           EHDC CONSULTATION

Consultation on the Draft Wealden Heaths Phase II Special Protection Area commencing 22nd January 2018 ending 19th March 2018 was considered.  It was agreed to bring this back to next month’s meeting and that Cllr Williams would put together a response for consideration by other councillors.


P81/17.           LOCAL PLAN UPDATE

Cllr Williams reported that he and Cllr Chamberlain and Woods attended briefings by the District Council as to progress on the Local Plan.  Copies of the display slides are available in the Parish Office.



                        There were no hedge cutting notices to note.
