MINUTES of a meeting of the PLANNING COMMITTEE held on Monday 6th March 2017 at 8.00 p.m. in the Parish Office, Arford Road, Headley

Apologies were received from Cllrs Burton and Philp and it was RESOLVED to accept these apologies.


P98/16.           MINUTES

                        The minutes of the meeting held on 6th February 2017 were CONFIRMED as a correct record and SIGNED.



Members were reminded of their responsibilities to declare any disclosable pecuniary interest that they may have had in any item of business on the agenda.

Cllr Williams declared that as he is a member of EHDC Planning Committee and may be involved in the consideration of a planning application should it come before the District Council, he could participate in the discussion of all items on the agenda but would not vote and reserved his position until such time that he heard the full debate at the District Council’s Planning Committee.

Cllr Tregay declared a non-statutory personal interest in item P102/16 (g) as the property is only two doors away from his home.



·         Cllr Williams reported on his attendance at an Appeal Inquiry for the revocation of the Section 106 Agreement for Nodwood House, Grayshott Road.  Both the applicant and EHDC were represented by barristers and we await the decision of the Inspector

·         It was noted that Landhold Developments Ltd have put in a request to EHDC for an Environmental Impact Assessment Screening Opinion on the Headley Park Hotel site.  This is to ascertain whether an EIA is actually required as part of any development proposals and we will be notified of the decision in due course.

·         It was noted that Grundon Sand and Gravel Ltd have received permission for variation of condition 1 of planning permission 30633/019 to allow the continued importation, handling and re-sale of aggregates until December 2022 at Frith End Sand Quarry.

                        It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)      57094 – Mr V Shadey – Two storey side extension and single storey rear extension following demolition of existing single storey side extension and rear conservatory, 7 Church Fields, Headley – NO OBJECTION

b)      56711/002 – Mr Wenman – Replacement agricultural machinery store, Coachmans Lodge, Frensham Lane, Churt – NO OBJECTION provided it is only used for storage of agricultural machinery in connection with the house and grounds.

c)      57006 – Mr W Nelson – Replacement dwelling, 25 Stonehill Road, Headley Down – NO OBJECTION provided there is sufficient parking for this 3 bedroomed house as there are already existing problems with parking in this road.  We note there is an inconsistency in the number of bedrooms proposed as the supporting statement states two bedrooms and the plans show three.

d)      23292/009 – Mr Adil – Replacement of boundary fence and entrance gates, Kilmory, Beech Hill, Headley Down – NO OBJECTION

e)      31159/009 – Mr & Mrs Hucker – Extension of garage to rear with roof terrace over, The Old Mill, Kitts Lane, Churt – NO OBJECTION

f)       31159/010/LBC – Mr & Mrs Hucker – Extension of garage to rear with roof terrace over, The Old Mill, Kitts Lane, Churt – NO OBJECTION

g)      49320/001 – Mr & Mrs Harvey – Conversion of existing roof space to habitable accommodation and the installation of roof lights, Durnford, 135 Seymour Road, Headley Down – NO OBJECTION



An application the Environment Agency has received from Frensham Country Park Ltd for an environmental permit which relates to the discharge of secondary treated sewage effluent from Frensham Country Park into the Whitmore Vale stream was considered and concern was expressed on secondary treated sewage effluent being discharged into a stream.  It was agreed to prepare a comment to forward to the Environment Agency.



                        It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)      24842/003 – Mrs C Westmacott – Crown lift one beech, Squirrels, 92 Furze Hill Road, Headley – NO OBJECTION


P105/16.         APPEALS

a)  51715/006 – Use of Coach House as an independent dwelling, Standford House, Standford Lane, Standford.  Mr & Mrs Almond have appealed against the District Council’s decision and this will involve an exchange of written statements.  The Inspector will also visit the site.  It was RESOLVED to repeat our previous comments and support the District Council’s reasons for refusal.



                        There were no hedge cutting notices to note.
