MINUTES of a meeting of the PLANNING COMMITTEE held on Monday 8th April 2013 at 8.00 p.m. in the Parish Office, Arford Road, Headley

P98/12.            APOLOGIES FOR ABSENCE

Apologies were received from Cllr Stubbings and it was RESOLVED to accept this apology.


P99/12.            MINUTES

                        The minutes of the meeting held on 11th March 2013 were CONFIRMED as a correct record and SIGNED.



                        No announcements were made.



Members were reminded of their responsibilities to declare any disclosable pecuniary interest that they may have had in any item of business on the agenda.

Cllr Williams declared that as he is a member of EHDC Planning Committee and may be involved in the consideration of a planning application should it come before the District Council, he could participate in the discussion of all items on the agenda but would not vote and reserved his position until such time that he heard the full debate at the District Council’s Planning Committee.

Cllr Burton declared a personal interest in item P105/12 and took no part in the discussion.          



                        The following decisions were noted at the meeting:

a)       26469/002 – Repollard four willow trees, The Old Stores, Arford Road, Headley – NO OBJECTION

b)      52647/002 - Prune one oak tree, Land west of Arford Road, Headley – NO OBJECTION

c)      27034/005 – Detached oak garage and store (as amended by plans received 21/02/2013 and 19/3/2013), Hartfield House, The Hanger, Headley – PERMISSION

d)     20500/006 – Single storey extension to rear/side and new porch to front, Grassmere, 9 Stonehill Road, Headley Down - PERMISSION



                        It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)      54814 – Mr & Mrs Kimbery – Single storey extension to front, two storey extension to side incorporating garage conversion and conservatory to side, 16 Chestnut End, Headley – NO OBJECTION in principle provided parking requirements can be met.

b)      51705/006 – Mrs L Williams – Variation of condition 2 of 51705/004 – to allow substitution of plan 492/12/008 – for an increase in height of dwelling, Woodlands, Holly Close, Headley Down – NO OBJECTION

c)      54817 – Mr E Birkett – Single storey extension to rear, 7 Hilland Rise, Headley – NO OBJECTION

d)     54400 – Mr & Mrs R Marples – Detached garage and store with office over, The Coach House, Hammer Lane, Grayshott (Headley Parish) – NO OBJECTION provided it is used for domestic and not commercial purposes in conjunction with the main house.

e)      25481/004 – Mr S Aldrich – Repointing the south east and south west elevations of the dwelling, replacement windows to south east elevation, repointing of west elevation of the barn, Little Barn Cottage, Tulls Lane, Headley – NO OBJECTION provided that the works proposed are approved by the Heritage Officer.



                        It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)      20772/007 – Mrs J Onstenk – Fell one silver birch and prune one silver birch, The Headley Nurseries, Glayshers Hill, Headley Down – This application’s consultation period had expired.

b)      21755/006 – Mr Hewitt – Fell one Monterey cypress and prune one Monterey & Lawson Cypress, Duncton Wood, Arford Road, Headley – NO OBJECTION

c)      21540/010 – Mr M Lane-Badenhop – Prune one oak tree, White Heather, Furze Vale Road, Headley Down – We OBJECT to work being carried out on what appears to be a healthy tree.

d)     21091/005 – Mrs M Lane-Badenhop – Prune one blue fir tree, Inishowen Lodge, Furze Vale Road, Headley Down – NO OBJECTION


P105/12.          APPEALS

a)      49434/004 – Insert casement windows at first floor level in the north and south gable ends and add rooflights in the roof slope at first floor level, The Laurels, Arford Common, Headley.  Mr Skidmore has appealed against the District Council’s decision and this will be determined on the basis of written representations.  It was RESOLVED  to write and support the District Council’s reasons for refusal



                        The current hedge cutting notices issued were noted.
