MINUTES of a meeting of the PLANNING COMMITTEE held on Tuesday 8th May 2018 at 8.00 p.m. in the Parish Office, Arford Road, Headley

P103/17. APOLOGIES FOR ABSENCE
Apologies were received from Cllrs Luff and Philp and it was RESOLVED to accept these apologies.
The minutes of the meeting held on 3rd April 2018 were CONFIRMED as a correct record and SIGNED.
P105/17. DECLARATION OF INTERESTS
Members were reminded of their responsibilities to declare any disclosable pecuniary interest that they may have had in any item of business on the agenda.
Cllr Williams declared that as he is a member of EHDC Planning Committee and may be involved in the consideration of a planning application should it come before the District Council, he could participate in the discussion of all items on the agenda but would not vote and reserved his position until such time that he heard the full debate at the District Council’s Planning Committee.
P106/17. CHAIRMAN’S ANNOUNCEMENTS
a) The previous permissions are revoked
b) The barns are tied to the property and to use by the owners only
c) The barns are not to be converted to living accommodation in the future or used for any other purpose than agricultural needs
d) The barns are not to be converted to use as a livery yard for horses (diy or otherwise) without prior consent due to likely increased traffic down a bridleway
§ It had been reported that a gym and art studio at Tilburys, Liphook Road, was being used as a bed and breakfast which was contrary to a condition that stated the development could only be for purposes incidental and ancillary to the enjoyment of the dwelling house
P107/17. PLANNING AND TREE APPLICATION DECISIONS
The following decisions were noted at the meeting:
a) 27877/021 – Prior notification for a single storey development extending 8m beyond the rear wall of the original dwelling, incorporating an eaves height of 2.84m and a maximum height of 3.25m, Sandhill Farm, Picketts Hill, Headley – GEN PERMITTED DEVELOPMENT CONDITIONAL
b) 57674 – Prune one beech, The Clintons, Furze Vale Road, Headley Down – CONSENT
c) 52857/007 – Meadow Improvement, Land west of Frensham Pond Hotel, Bacon Lane, Churt – PERMISSION
d) 20744/010 – Fell four fir trees, Riverside, Robin Hood Lane, Standford – NO OBJECTION
e) 57716 – Fell one oak tree in rear garden, 9 Phillips Close, Headley – CONSENT
f) 57558 – Change of use of land to the rear of Headley Sports Pavilion from agricultural land to D2 outdoor sports and recreation, land south of playing fields, Mill Lane, Headley – PERMISSION
g) 49655/001 – Prior notification for single storey development extending 6 metres beyond the rear wall of the original dwelling, incorporating an eaves height of 2.1 metres and a maximum height of 4 metres, Lynton Dene, Liphook Road, Headley – WITHDRAWN
h) 57105/002 – Retention of detached outbuilding in rear garden, Glenrose, Church Lane, Headley - PERMISSION
P108/17. PLANNING APPLICATIONS
It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 23725/061 – Mr M Connolly – Prior notification for single storey development extending 8 metres beyond the rear wall of the original dwelling, incorporating an eaves height of 2.2 metres and a maximum height of 4 metres, Wishanger House, Frensham Lane, Churt – We OBJECT as we do not consider the proposed extension is in keeping with the existing dwelling.
b) 24256/012/LBC – Mr & Mrs J Ward – Remove existing wall linking house to barn and rebuild in an altered position, associated change to paving, Tulls, Tulls Lane, Headley – NO OBJECTION
c) 49655/002 – Mr S Chambers – Lawful Development Certificate proposed development – two single storey side extensions and single storey rear extension, Lynton Dene, Liphook Road, Headley – We OBJECT as the proposed side and rear extensions are not in keeping with the existing dwelling.
d) 49655/003 – Mr S Chambers – Prior notification for single storey development extending 6 metres beyond the rear wall of the original dwelling, incorporating an eaves height of 2.1 metres and a maximum height of 4 metres, Lynton Dene, Liphook Road, Headley – We OBJECT as the proposed extension is not in keeping with the existing dwelling.
e) 49265/006 – Mr & Mrs Hardman – Timber framed cricket pavilion following demolition of equestrian event equipment storage buildings, Paddocks House, Tulls Lane, Headley – NO OBJECTION to the construction of this cricket pavilion following demolition of the outbuilding but would wish this to be limited to cricket or other approved and agreed sport with no other use in the future. We presume a change of use application would be required to play cricket on this piece of equestrian land.
f) 56758/001 – Mess Longton & Hardy – Single storey side extension and associated landscaping works following demolition of lean tot garage, Tan Y Bryn, 64 Seymour Road, Headley Down – We OBJECT to this application because although it is an improvement on the original and provides better parking, we still think the design of the extension is out of keeping with the frontage of the original dwelling.
g) 57766 – Mr D Cook – Increase in roof height to provide accommodation at first floor and detached two bay car port, Rosemarie, Beech Hill Road, Headley Down – NO OBJECTION
h) 39956/001 – Single storey rear and side extension, 9 Phillips Crescent, Headley – NO OBJECTION
i) 57045/001 – Mrs H Lewis – New access gates for vehicles and pedestrian and erection of a three-rail fence around front garden, 2 Grayling Drive, Headley Fields, Headley – NO OBJECTION to the erection of gates as specified in the application.
j) 57772 – Mr & Mrs Amis – Single storey extension to rear, two storey extension to side, part loft conversion to provide habitable accommodation, porch and bay window to front elevation, Somerdown, The Hanger, Headley – NO OBJECTION provided the proposals conform to Policy H16.
P109/17. 49234/012 – Minor Material Application - GARTHWAITE, LIPHOOK ROAD
Cllr Williams reported that a Notification of Variation of Condition application had been received for variation of condition 18 of 49234/006 to allow substitution of approved site plan with drawing ref 1610:12 RevG. This relates to the overall siting of the dwelling which conflicts with that originally approved. It was agreed that an accurate boundary with neighbouring properties had to be determined before any meaningful measurements could be made and therefore any sensible comment formulated.
P110/17. APPLICATIONS TO LOP/FELL TREES
It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 34330/009 – Mr G Wright – Prune two sweet chestnuts, Strathtay, 45 Furze Hill Road, Headley Down – NO OBJECTION subject to the approval of the Arboricultural Officer
a) 24355/003 – Two replacement dwellings after demolition of two dwellings, High Breck, Spats Lane, Headley. It was NOTED that Breck Developments Ltd have appealed against the District Council’s decision and this will be determined on the basis of written representations. It was RESOLVED to repeat our previous comment and support the District Council’s reason for refusal.
P112/17. CONSULTATION NATIONAL PLANNING POLICY FRAMEWORK
Further to this item appearing on last month’s agenda to determine whether any councillor wishes to raise any specific comment through the Parish Council, it was agreed to make representation outlining concerns on the consequences of District and Borough Councils not meeting housing targets set by Government. Also, the use of “permitted development” and “Certificates of Lawfulness” being used to manipulate the planning system to achieve development that may not otherwise be permitted.
