MINUTES of a meeting of the PLANNING COMMITTEE held using the Zoom platform on Monday 1st June 2020 at 7.30 p.m.

P09/20.           APOLOGIES FOR ABSENCE

Apologies were received from Cllrs Roffe and Stubbings and it was RESOLVED to accept these apologies.

 

P10/20.           MINUTES

                        The minutes of the meeting held on 11th May 2020 were not CONFIRMED as a correct record and SIGNED as they were not previously circulated.

 

P11/20.           DECLARATION OF INTERESTS

Members were reminded of their responsibilities to declare any disclosable pecuniary interest that they may have in any item of business on the agenda and would be moved to the virtual waiting room if they did.

Cllr Williams declared that as he is a member of EHDC Planning Committee and may be involved in the consideration of a planning application should it come before the District Council, he could participate in the discussion of all items on the agenda but would not vote and reserved his position until such time that he heard the full debate at the District Council.

No other declarations were made.

P14/20.           PLANNING APPLICATIONS

                        It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)     58239/004/LBC – Mr & Mrs L Warren – Single storey side extension and glazed rear bay.  Internal reconfiguration works. 2no new metal conservation rooflights fitted on top of original rafters to rear roof slope of master bedroom.  Re-glazing of French doors to study and external door to sitting room with “slim-lite” double glazed units, Moor House Farm North, Frensham Lane, Churt -  NO OBJECTION

c)     51928/005 – Mrs N Wright – Conversion of redundant stable building into one self-contained independent residential dwelling, Land West of, Hammer Lane, Headley – We strongly OBJECT to this application and support the Planning Authority’s reasons for refusal of 51928/003, in particular Policies CP1, CP2, C6, CP10 and CP19 of EHDLP, JCS, and Policy C14 or the EHDLP Second Review.  In addition to the comments we made on 6 November 2019, the creation of a residential dwelling would have significant impact on the character of the countryside and introducing unacceptable lighting into a rural area. Permission for the American Barn was only given as stabling for horses.  If the land is unsuitable for horses and stables are no longer required, the barn should be removed and the land returned to grazing as per the condition on the original permission.  As this redundant equestrian building has never been an agricultural building, Class Q (a) of the Town and Country Planning (General Development) Order (England) 2015 (as amended) does not apply to this proposed conversion to a dwelling.

d)    36978/003 – Mr & Mrs A Hughes – Porch to front, Standford End, Whitehill Road, Standford – NO OBJECTION

e)    20772/010 – Mr R Wickins – Variation of condition 16 of 20772/009 – to allow substitution of plans to show reduction of footprint of dwellings and updated house types, The Headley Nurseries, Glayshers Hill, Headley Down – We have NO OBJECTION to the revised plans but would still request a footpath from the entrance to the development along Glayshers Hill.  The retention of the existing boundary hedging augmented by proposed hedging in the planting scheme on the boundary with Hillside Close should be a condition.

f)      36923/003 – Mr J Boles – Single storey extension to side following demolition of existing extension, 8 Crabtree Gardens, Headley – NO OBJECTION

g)     21727/048 – Mr & Mrs Gregson – Single storey rear extension, Bridleway Barn, Wishanger Lane, Churt – We OBJECT to this application in which it would appear that the applicant wishes to substitute the permission received for an extension to the rear of the garage, to one on the rear of the main dwelling.  The Inspector’s decision on the appeal to convert the original barn to a dwelling in 2004 stipulated on condition that “No openings shall be inserted into the walls or roof other than those expressly authorised by this permission”. We also consider this application would contravene Policy H16.  Should permission be given for this application, permission for 21727/047 should be rescinded.

           

P15/20.           APPLICATIONS TO LOP/FELL TREES

                        It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)     33655/008 – Mr Head – Fell two silver birch and prune three silver birch, Fieldfare House, Headley Fields - NO OBJECTION subject to the approval of the Arboricultural Officer.

b)    22318/006 – Miss Cooke – Prune one sweet chestnut, Karibu, 38 Furze Hill Road, Headley – We consider minimal work should be carried out to this fine shaped tree and refer the matter back to the Arboricultural Officer.

c)     58307/001 – Mr Mason of 41 Hilland Rise – Fell one holly and one ash, part of Hilland Wood (rear of 37-41 Hilland Rise), Fullers Vale, Headley – No comment possible as we are unable to gain access to inspect the trees.

d)    49844/001 – Mr G Thurgood – Fell and replace one Douglas Fir, The Bryant, Oakhill Road, Headley Down – NO OBJECTION but would like to see it replaced with another Douglas Fir.

 

P16/20.           APPEALS

a)     57041/003 – Outine – Two storey dwelling following demolition of existing buildings, Whitehall Nursery, Red Lane, Churt Road.  It was noted that this appeal has been DISMISSED.

           

P17/20.           HEDGE CUTTING NOTICES

                        There were no hedge cutting notices to note.
