HEADLEY PARISH COUNCIL
MINUTES of a meeting of the PLANNING COMMITTEE held using Zoom video conferencing on Monday 6th July 2020 at 7.30 p.m.

P18/20. APOLOGIES FOR ABSENCE
Apologies were received from Cllrs Roffe and Stubbings and it was RESOLVED to accept these apologies.
The minutes of the meetings held on 11th May and 1st June 2020 were CONFIRMED as correct records and SIGNED.
P20/20. DECLARATION OF INTERESTS
Members were reminded of their responsibilities to declare any disclosable pecuniary interest that they may have in any item of business on the agenda and would be moved to the virtual waiting room if they did.
Cllr Williams declared that as he is a member of EHDC Planning Committee and may be involved in the consideration of a planning application should it come before the District Council, he could participate in the discussion of all items on the agenda but would not vote and reserved his position until such time that he heard the full debate at the District Council.
Cllrs Chamberlain and Williams declared a non-statutory personal interest in item P23/20 (f) as they know the applicant.
Cllr Ellens declared a non-statutory personal interest in item P24/20 (c) as he has been a neighbour in the past.

P23/20. PLANNING APPLICATIONS
It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 36182/001 - Mr & Mrs Reed – Two storey extension to side, Halladale, Beech Hill, Headley Down – NO OBJECTION
b) 39770/001 – Mr O Medcalf – Garage and garden shed following demolition of existing garage, 29 Phillips Crescent, Headley – NO OBJECTION
c) 27849/010 – Mr Badenhop – Extension to garage to create additional bay and ancillary accommodation above to be accessed via an external staircase following demolition of existing shed, The Gables, Oakhill Road, Headley Down – NO OBJECTION provided use is domestic and ancillary to the main dwelling with no commercial use at all, and provided it is not converted to habitable accommodation in the future or severed or sub-let.
d) 25723/010 – Mr & Mrs R Meredith – Planning conditions 2 and 4 to be changed to reference revised elevation drawings accompanying this application: Drg no. h) 35278/017 – J Connah & P Corfield – Single storey side extension to form a garage for one car. Rear balcony with bridge access to private garden and a replacement of the existing garage doors with windows using the existing openings. Following removal of garden shed and removal of existing spiral staircase, Lower Coombe Farm, Churt Road, Headley – NO OBJECTION provided the applicant can demonstrate access to and from the garage is possible. Due to the recent planning history of the property we would request that there be a condition that the proposed garage be retained as a garage and not converted to habitable or alternative accommodation in the future. This application should only be permitted if it conforms to Policy H.16.
i) 52600/004 – Notification of full planning application in a Neighbouring Parish - Mr R Vail of Greenacres Ceremonial Parks Ltd – Single storey modular building, single storey extension to main building and increase in car parking, Heatherley Wood Natural Burial Site, Headley Road, Grayshott – We OBJECT as we consider the position and design of the proposed new reception lodge and staff area constitutes a piecemeal layout of buildings within the site and not in keeping with the design and ethics of the existing principle building and surrounding area and it detracts from the overall appearance of the site.
j) 54708 – Mr D Broomfield – To replace existing 1.8m wooden fencing with new fence with concrete posts and gravel boards and to remove hedging, which varies from about 2-3 metres in height, and replace with a wall consisting of 0.9 metre base with pillars at 3 metre intervals to a height of 1.8 metres with wooden panels between, 20 Stonehill Road, Headley Down – NO OBJECTION
P24/20. APPLICATIONS TO LOP/FELL TREES
It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 28292/008/CAT – Mrs A Dobinson – Fell two wild cherry and one sycamore, Ivy Cottage, Bowcott Hill, Headley – NO OBJECTION
b) 28292/009/TPO – Fell two cypress and replace with hedging and sympathetic planting, Ivy Cottage, Bowcott Hill, Headley - We OBJECT to the felling of these two cypress and refer to an appeal dated 2/9/2004 for application 28292/006/TPO to fell the trees. The Inspector regarded the trees as having high amenity value and dismissed the appeal.
c) 58722 – Fell one sycamore, 40 Phillips Crescent, Headley – NO OBJECTION
d) 25191/006 – Mrs Stacey – Cut to ground level one silver birch, 11 Kay Crescent, Headley Down – NO OBJECTION subject to the approval of the Arboricultural Officer.
e) 50001/002 – Mr N Kinch – Crown reduce and thin and remove one lower limb of one sweet chestnut, Chynhalls, 116 Seymour Road, Headley Down - NO OBJECTION subject to the approval of the Arboricultural Officer.
f) 51268/001 – Mrs Veretin – Crown reduce and thin one sweet chestnut, 1 Glebe Road, Headley - NO OBJECTION subject to the approval of the Arboricultural Officer.
