Apologies were received from Cllrs Howard-Duff and Luff and it was RESOLVED to accept these apologies.


P29/14.           MINUTES

                        The minutes of the meeting held on 14th July 2014 were CONFIRMED as a correct record and SIGNED.



Members were reminded of their responsibilities to declare any disclosable pecuniary interest that they may have had in any item of business on the agenda.

Cllr Williams declared that as he is a member of EHDC Planning Committee and may be involved in the consideration of a planning application should it come before the District Council, he could participate in the discussion of all items on the agenda but would not vote and reserved his position until such time that he heard the full debate at the District CouncilÕs Planning Committee.

Cllr Roffe declared a personal interest in item P34.14 (g) and took no part in the discussion.

                        The following decisions were noted at the meeting:

a)    31546/001 – First floor side extension to north west elevation, 4 Chestnut End, Headley – WITHDRAWN

b)    55610 – Single storey extension to side, The Brambles, Mill Lane, Headley – WITHDRAWN

c)     49264 – Prior notification for single storey development extending 8 metres beyond rear wall, The Paddocks, Tulls Lane, Headley – GENERAL PERMITTED DEVELOPMENT CONDITIONAL

d)    27016/004 – Change of use of land to provide seven plots for travelling show people (as amplified by information received 8/5/14), Land north of Grayshott Road, Headley Down – PERMISSION

e)    36663/003 – Installation of a non-illuminated fascia sign (as amended by email received 8/7/14), Martins, 1 High Street, Headley – CONSENT

f)     55290/001 – Lawful development certificate for a proposed development – single storey rear extension and single storey side extension, The Quarry, Pond Road, Headley – WITHDRAWN

g)    20285/005 – Two bay oak framed car port with garage and log store to front (as additional information received 4/7/14),  Longdene, Farnham Road, Bordon – PERMISSION

h)    52001/003 – Single storey extension to rear elevation (as amended by plans received 10/7/14), Trottsford Farm Cottage, Picketts Hill, SleafordPERMISSION.  It was AGREED to write to East Hampshire District Council expressing concern over the conflicting views expressed by the Planning Officer and Legal Department on this application and subsequent decision.

i)     30393/006 – Erection of shed, Moorhouse Farm, Frensham Lane, Churt – PERMISSION

j)      49635/001 – Prune one chestnut tree, 4 Pilgrims Way, Headley – CONSENT

k)    35612/003 – Removal of existing single storey rear extensions and erection of a 2 storey rear extension.  Part re-pitching of existing roof to allow first floor accommodation.  Addition of dormer to front roof plane overlooking the highway.  Erection of enclosed front porch, Linhay, Downsview Road, Headley Down - PERMISSION



54702   33 dwellings, Land east of Headley Road (field adjoining Hatch House Farm).  This application will be considered only if validated (and therefore information available) by East Hampshire District Council by Friday 8th August – This application has not been validated by EHDC and was therefore not considered at this meeting.



                        It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)    55103 – Mr J Suart - Two storey side extension and single storey side extension, Moorside, Standford Lane, Standford – We OBJECT to this application on the grounds of Policy H16.

b)    55103/001 – Mr J Suart – Lawful Development Certificate for a proposed development – two storey rear extension and single storey side extension, Moorside, Standford Lane, Standford – NO OBJECTION

c)     20347/021 – Mr J Lake – Prior approval – change of use from agricultural building to three dwellings, Bordon Farms, Picketts Hill, Headley – NO OBJECTION

d)    54995/001 – Mr G Cooper – Extension to rear of dwelling to create a pitched roof single storey study and conservatory, 13 Ludshott Grove, Headley Down – NO OBJECTION

e)    22382/008 – Mr K Tomkin – Single storey extensions to side and principle elevation, The Annexe, Vale End, Whitmore Vale, Grayshott (Headley Parish) – We OBJECT to this application in view of the reasons for refusal of F22382/007 in 2000.  The Annexe is a separate dwelling to the main house which has been extensively enlarged over the years with no independent access for the properties.  The current application would appear to be contrary to Policy H16.

f)     52796/001 – Mr K Wright – Detached dwelling, Land east of Smithfield Lane, Headley – We OBJECT as this constitutes a new dwelling in the countryside contrary to saved Policies GS3 and H14.  We do not consider that the design of the dwelling meets all the criteria of the innovative or exceptional nature necessary to meet the National Planning Policy Framework policy paragraph 55. Bacon Lane is unsuitable to take traffic generated by this dwelling.

g)    25030/005 – Banner Homes Ltd – Reserved matters – residential development for seven dwellings, Land south of Headley Fields, Headley – NO OBJECTION provided an agreement is reached for suitable protection of the nature reserve and the trees within the nature corridor.  No access to this site should be obtained from May Close during construction or in the future.

h)    52855/005 – Mr P Whitfield – Replacement dwelling and detached garage, Laundry Cottage, Picketts Hill, Headley -  We OBJECT on the basis that the proposed dwelling, garage and first floor store is in excess of the floor area permitted by the General Permitted Development Order and Policy H16.



                        It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)    23991/005 – Mr R Proud – Prune one beech tree – Woods Cottage, 44 Seymour Road, Headley Down – NO OBJECTION to pruning of selected lower branches subject to the approval of the Arboricultural Officer.

b)    24034/014 – Mr J Gray - Prune one willow tree, Arbrook House, Arford Road, Headley – NO OBJECTION



                        Cllr Williams gave members an update on the Community Infrastructure Levy and SHLAA sites from the Development Policy Panel presentation on 29th July 2014.



                        The current hedge cutting notices issued were noted.
